New deadline to submit texts for the Fare-Free dossier
The new deadline for submissions to the thematic dossier FARE-FREE: energy transition, fighting inequalities, and expanding democracy in the cities. The dossier will be published in the Journal of Sustainable Urban Mobility, Josum, a scientific journal edited by the Instituto de Pesquisa Multiplicidade Mobilidade Urbana (IPMMU), which, in this edition, has the institutional support of the Rosa Luxemburg Foundation. People interested in discussing the theme of Fare-Free can submit their texts until January 31, 2023.
Researchers, professors, activists, and others interested in the debate about Fare-Free can submit their work to the journal. Josum accepts articles, essays, and interviews. Josum's editorial team expects to publish the dossier in March 2023.
To be accepted, the text must follow the guidelines established by Josum's editorial policy and will be evaluated by peers from the scientific community in a double-blind manner when neither authors nor referees are identified to ensure the exemption of the evaluation. For the Fare-Free dossier, there will be no APC (Article Processing Charges) charge, and all content will be distributed freely on Josum's OJS system, which anyone at www.ipmmu.com.br/josum can access.
The special issue is organized by the editor-in-chief, Glaucia Pereira, and the editorial production manager, Marcelo de Trói, with institutional support from the Rosa Luxemburgo Foundation. The theme of the dossier was chosen based on the understanding that Fare-Free Public Transport may be part of the solution to the deepening urban transportation crisis, a perspective reinforced by the multiplication of recent experiences. Researchers have already identified universal Fare-Free policies in 52 Brazilian cities, including the most populous, Caucaia (CE), with 368 thousand inhabitants. It is estimated that more than 2 million people will benefit from Fare-Free in Brazil. Data from the collaborative website Free Public Transportation show that there are already more than 250 cities.
"I believe that the dossier can bring important contributions to this debate. The elections have shown the importance of actions toward the democratization of access, which is also true for urban mobility. The fare is expensive in Brazil, the financing model is not very transparent, and we want to understand what research and reflections are being made in the country", said Glaucia. For the editorial production manager, the dossier can be a historical publication. "For many decades, urban mobility, especially public transport, has been one of the most important points when we talk about life in the city. With the elections, we realize how fundamental it is to guarantee universal access to transport universally. Many people are thinking about the theme, and we want innovative works in the field that bring information that has not yet been published", declared Marcelo de Trói.
For Daniel Santini, coordinator at the Rosa Luxemburgo Foundation, which gives institutional support to the initiative, this is the right moment to deepen the discussion on the theme. "It's time to think about new models of management and financing of public transportation based on the premise that mobility is a fundamental right. The dossier appears as a space to gather reflections, proposals, and analyses and will certainly be very important as a reference for constructing public policies. The Rosa Luxemburg Foundation has been trying to contribute with meetings, publications, and articulations in favor of the Fare-Free. We are happy to contribute with another initiative of such relevance", Santini affirmed.

After being selected, the texts will go through a peer review process, and only then will they be made available to the public. It is expected that the Fare-Free dossier will be published in March 2023, bringing relevant contributions to the changes that need to happen in the urban mobility field, especially regarding reducing inequalities and preserving the environment, with an emphasis on climate change.
