Paths towards a new management and financing public transportation
Fare-Free experiences in the macrometropolis of São Paulo

This article aims to discuss public transportation's management and financing paradigms and point out alternative paths to the predominant concession model. For years, Latin America has observed a trend of decreasing passengers. However, its degradation peaked with the drastic reduction of passengers promoted by the COVID-19 pandemic. As a result, dysfunctions in concession contracts based essentially on fare revenue linked to the number of paying users became evident. In this article, we will analyze case studies of the adoption of free fare or social fare that break the vicious cycle of transport, a combination of precariousness and a tariff increase to respond to the reduction of passengers, reproducing itself until its bankruptcy. These new models are based on the principle of transportation as a social right, constitutionally recognized since 2015, but far from being a reality in Brazilian cities. As a result, these cities escape the precariousness of public transport and show that there are alternative ways to provide access to the city for everyone.
