Abstract

This essay intends to analyze how we got to the situation of Fare-Free transit policies being relatively present in political debate in Brazil. This analysis has two main parts. The first deals with the reasons for the crisis in financing and management of the current business model of public transportation - based as it is on public concessions to private enterprise and fares payed by users - for an analysis of the construction of the so-called "zero-fare cycle" - in which the bankruptcy of the fare-based model and the encouragement of subsidies emulates the institution of free-fare in many municipalities. The second part analyzes the disconnect between the way in which the Fare-Free platform was developed by social movements with left-wing perspectives and the practical implementation of Fare-Free transportation policy in different municipalities by public administrators, businesspeople and organizations of the establishment.

Paíque Duques Santarém, Universidade de Brasília

Paíque Duques Santarém is an Anthropologist and Urban Planner. PhD candidate in Architecture and Urbanism. Master in Anthropology, with a background in Social Sciences. Co-Organizer and Co-Author of the book Mobilidade Antirracista. He is a militant of the Free Pass Movement, acting in the Federal District and surroundings.
